Took me quite a few attempts but I finally managed to beat Butch, he ran off to a new location & left behind part of a blueprint for a new bike. I'll still continue to upgrade the Tango bike for now.
the blueprints you need for the bikes are usually given to you by the various quests you receive from the town. Go back over the locations to see if you are missing a challenge to receive a blueprint.
